CGTN: Annual Central Economic Work Conference guides economy through difficult times

BEIJING, Dec. 24, 2022 /PRNewswire/ — Battered by domestic challenges and disruptive external headwinds, the Chinese economy has coped with a tough 2022 with a GDP growth rate of three percent in the first three quarters.

The annual Central Economic Work Conference was held in Beijing from December 15 to 16 as Chinese leaders decided on the priorities for the economic work in 2023.

Delivering an important speech at the conference, Chinese President Xi Jinping reviewed the country’s economic work in 2022, analyzed the current economic situation and arranged next year’s economic work.

Currently, the foundation of economic recovery is not yet stabilized, and China is still facing three-fold pressure on contracting demand, supply shocks and weak expectations, the meeting pointed out in a statement.

“However, we should see that our economy has strong resilience, great potential and robust vitality,” the meeting noted, calling for firm confidence in economic work and vowing major efforts to ensure high-quality, reasonable growth.

Ensuring stability a priority

The meeting demanded making economic stability a top priority and pursuing steady progress while ensuring economic stability for the next year.

For an economy of China’s size, it is vital to maintain a stable economic performance. Efforts will be made to stabilize growth, employment and prices so that major economic indicators will stay within an appropriate range, the meeting stressed.

The meeting also noted better coordinating epidemic prevention and control with economic and social development, urging efforts to optimize epidemic response based on time and situation, and focus on the elderly and those with underlying diseases.

Mentioning the country has rolled out a policy mix to sustain economic growth earlier this year, Zhang Junwei, a research fellow of the Development Research Center of the State Council, believes the country will devote greater efforts to stabilizing growth, employment and prices.

The meeting further highlighted the determination of the Chinese leaders to regard the issue of restoring economic aggregates balance as the primary task of the current economic operation.

Domestic demand expansion

The country will focus on boosting domestic demand next year by prioritizing the recovery and expansion of consumption, increasing urban and rural personal income through multiple channels and encouraging more private capital to participate in the construction of key national projects, said the meeting.

The potential of the domestic market will also be fully tapped so that domestic demand can play a stronger role in driving economic growth, the meeting said, vowing support for organic demand and upgrading needs on housing as well as support for the private sector and digital economy platforms.

China has released a guideline on expanding domestic demand and fostering a sound domestic demand system to promote its long-term development.

Efforts will be made to facilitate consumption on all fronts and accelerate the upgrading of consumption quality, optimize the investment structure and expand the scope of investment, while promoting the coordinated development of urban and rural areas to release the potential of domestic demand, according to the guideline.

According to the National Bureau of Statistics (NBS), China’s November retail sales sank by 5.9 percent year on year, showing a decline trend in domestic demand.

Cai Tongjuan, a researcher at Chongyang Institute for Financial Studies under Renmin University of China stressed that the construction of a resilient domestic market is very critical. “Without demand, the domestic market is the water without a source.”

In terms of increasing personal income, Cai stressed it is important to avoid talking about consumption in isolation from income. She added residents’ income has declined with their consumption demand in a short after three years of fighting the epidemic, and only by effectively raising residents’ disposable income can consumption be effectively promoted.

High-quality development

The two-day tone-setting conference also emphasized on pursing high-quality development.

Apart from better coordinating epidemic prevention and control with economic and social development, the meeting said stronger coordination should also be achieved. This should happen between qualitative and quantitative growth, between supply-side structural reform and domestic demand expansion, and between economic policies and other policies, the meeting said.

To foster a new development paradigm, the endogenous dynamics and reliability of domestic circulation should be strengthened, while the quality of international circulation should be elevated.

The meeting also stressed the need to handle current work well and at the same time take future development into consideration.

The key to measuring economic development is whether economic growth can bring more absolute and higher quality development, Chen Wenling, chief economist of the China Center for International Economic Exchanges, pointed out.

Wang Jun, director of the China Chief Economists Forum, said the deployment of the Central Economic Work Conference continues to put “quality” in front of “quantity,” which means grasping the quality of the economy is the main direction of the future.

Hundreds in Serbia hold rally against Russia-Ukraine war

Hundreds of people in the Serbian capital Belgrade on Saturday held a rally against the ongoing war between Russia and Ukraine.

The Russian Democratic Society led the demonstration in Republic Square. Protesters began to march toward the Russian Embassy after the opening speech.

However, police did not allow the crowd to get near the embassy with its barricades set up earlier due to security reasons.

“This war destroyed the lives of hundreds of thousands of people and forced the migration of millions of people,” said the organizers.

They called for an end to the war.

Serbia hosts thousands of Russian and Ukrainian migrants and it is the only country in Europe that does not implement sanctions against Russia.

Manchester United extend contracts of 4 players

Manchester United on Saturday extended the deals of their four players, including English regulars Marcus Rashford and Luke Shaw, as the Red Devils quartet were in the final year of their contracts.

Erik ten Hag, the manager said: “The club have triggered one-year extension clauses in the contracts of four senior players.”

“Diogo Dalot, Fred, Marcus Rashford and Luke Shaw all had deals that were set to expire in June 2023, but in each case there was an option of an extra 12 months.

“The decision has been made to exercise those respective additions, meaning that the quartet are now all under contract until at least the summer of 2024,” Manchester United said in a statement.

Portuguese right-back Dalot is a Manchester United player since 2018, and Brazilian midfielder Fred joined the team in the same year as Dalot.

England’s Rashford is a pure Manchester United product and has been playing for the Red Devils’ senior team since 2016.

Like Rashford, Shaw is one of the integral parts of the team that signed him in 2014.

Rashford and Shaw, who also play for England, helped Manchester United win the 2017 UEFA Europa League title.

The 2022-23 English Premier League will return to action on Monday.

In their first match after the 2022 FIFA World Cup break, Manchester United will face Nottingham Forest on Tuesday at Old Trafford.

Twitter Files: FBI acts as ‘doorman’ to vast program of social media surveillance, censorship

The FBI acts “as doorman to a vast program of social media surveillance and censorship, encompassing agencies across the federal government,” according to the latest Twitter Files release.

Mentioning that FBI did not refute the previous claims about how it benefited from the social media platform, which had basically asserted that the FBI moderates the Twitter, journalist Matt Taibbi said on Twitter that the bureau shared a statement on Wednesday, saying: “The men and women of the FBI work every day to protect the American public…”

“It is unfortunate that conspiracy theorists and others are feeding the American public misinformation with the sole purpose of attempting to discredit the agency,” the FBI added.

Taibbi said: “The files show the FBI acting as doorman to a vast program of social media surveillance and censorship, encompassing agencies across the federal government – from the State Department to the Pentagon to the CIA.”

“The operation is far bigger than the reported 80 members of the Foreign Influence Task Force (FITF), which also facilitates requests from a wide array of smaller actors – from local cops to media to state governments,” he said in a series of tweets.

“Twitter had so much contact with so many agencies that executives lost track,” the journalist said.

“A chief end result was that thousands of official “reports” flowed to Twitter from all over, through the FITF and the FBI’s San Francisco field office,” Taibbi added.

Since taking over Twitter, Musk, 51, has sacked roughly half of the company’s 8,000 workers, reinstated previously banned accounts on the platform, and also announced an “amnesty” for suspended accounts, prompting concerns about a rise in disinformation and hate speech.

On Thursday, Musk suspended a number of journalists’ Twitter accounts, only to restore them Saturday based on online polling. Critics say the suspensions were unfair and capricious and the quick reversals a sign of Musk’s erratic management.

Critics have also downplayed the significance of the Twitter Files as overblown.

‘Once-in-a-generation’ snowstorm kills 17 in US: Report

A snowstorm in the US killed at least 17 people in weather-related accidents and left more than 1.7 million homes and work places nationwide without power, local media and the National Weather Service (NWS) said on Saturday.

The NWS announced that the freezing winds coming from the Arctic, which affected about two-thirds of the country, will continue to have a significant impact on the central and eastern parts of the country at the end of the week.

At least 17 people were killed and many others injured in traffic accidents, while authorities warned that the visibility had dropped to zero due to the snowstorm, with wind gusts reaching up to 115 kilometers (over 71.45 miles) per hour in some areas, according to local media.

According to the Power Outage website, more than 1.7 million homes and business places across the country remain without electricity, while officials warned that it may take days to restore the supply.

More than 200 million people are expected to be affected by the freezing temperatures in the US.

A state of emergency has been declared in several states, including New York, Virginia, Kentucky, Georgia, North Carolina and Oklahoma, while US President Joe Biden urged citizens to heed the warnings.

The flight tracking website FlightAware reported that more than 8,000 flights were canceled and more than 25,000 flights were delayed ahead of the Christmas and New Year holidays.

‘Once-in-a-generation’ storm

In the US, on Dec. 21, national and local weather reporting agencies had warned of severe cold and snowy weather conditions that could be seen “once in a generation.”

The National Oceanic and Atmospheric Administration (NOAA) had announced that cold weather conditions that have not been experienced in the last 40 years are approaching in some parts of the country.

In addition, it was also reported that the storm would be equivalent to the pressure of a category three hurricane in the Great Lakes region of the country on the Canadian border.

Due to the storm, the ground floors of some hospitals and businesses on New Jersey’s coastline were submerged by the waters of the overflowing Hudson River, while many vehicles were damaged by the flood.

Coastal areas of Queens and Brooklyn were also damaged by rising ocean waters, while waves brought by high winds left some streets and habitats along the coastline unusable.

M23 rebels kidnap 52 civilians in eastern Congo: Official

M23 rebels kidnapped 52 civilians Saturday in the Rusekera village in the territory of Rutshuru, located in North Kivu province on eastern Congo, a security officer told Anadolu Agency.

Lieut. Andrew Ruhaka said the rebels attacked the village, causing residents to flee and others were rounded up.

“The 52 people who were rounded up were forced to board a truck and were driven to an unknown place,” he said.

Ruhaka said the M23 rebels seem to be interested in recruiting new fighters since Congo and Ugandan troops began hunting and killing them in the forests in eastern Congo in an operation that started in December 2021.

He said the attack in Rusereka forced residents in neighboring villages to also flee.

The M23 is a group of rebels in eastern Congo fighting the government.

It derived its name from a peace agreement reached with the Congo government and the rebels, who had attacked government troops between 2010 to 2013.

The agreement signed March 23, 2013, was later broken by the rebels.
