Lawmakers in Uganda criticized a EU Parliament resolution that said the country and Tanzania should stop oil and gas development projects in the East African region. EU lawmakers passed the resolution Thursday, citing major environmental and climate risks posed by Uganda, Tanzania and French oil company, Total, in developing the East African Crude Oil Pipeline (EACOP). They said there should be an “end to the extractive activities in protected and sensitive ecosystems.” EACOP is the latest fight between the EU and Total, which Brussels has long accused of cozying up to Moscow. US lifts defense trade restrictions on Greek Cypriot administration for 2023 fiscal year

The US lifted defense trade restrictions on the Greek Cypriot administration for the 2023 fiscal year, the State Department said Friday.

 

“Secretary of State Antony J. Blinken determined and certified to Congress that the Republic of Cyprus has met the necessary conditions under relevant legislation to allow the approval of exports, re-exports, and transfers of defense articles,” according to State Department spokesman Ned Price.

 

Price said the international traffic in arms regulations will be amended to reflect the new policy effective Oct. 1.

 

US policy requires the denial of exports, re-exports or transfers of defense articles to Cyprus unless the president determines and certifies to congressional committees authorities there are cooperating with Washington to implement anti-money laundering regulations and financial regulatory oversight reforms.

 

It also requires Cyprus to take steps to deny Russian military vessels access to ports for refueling and servicing.

Assad regime says Damascus airport hit by Israel airstrikes

The regime of Bashar al-Assad in Syria claimed that Israel conducted airstrikes Saturday in the capital city.

 

The Israeli air force carried out the strikes on the Damascus airport and military points at around 12.45 a.m. local time, according to the official SANA news agency, citing a military source.

 

Noting five soldiers died in the attacks, the news agency said that the missiles were mostly intercepted by Syrian air defenses.

 

Israel has not yet issued a statement about the claim.

 

It is known that in addition to the regime army, there are military points belonging to Iran-allied militias and Hezbollah in Damascus.

 

The Assad regime had said that the Aleppo Airport was targeted by Israeli forces and was temporarily out of service because of attacks on Sept. 6 and Aug. 31.

 

Israeli officials generally refrain from commenting on attacks on Syrian territory.

 

Israel has been sporadically carrying out attacks against Iranian-backed groups and regime military points in Syria since 2011 when the civil war began.

Filipino president asks military to support Bangsamoro peace, urges unity

Philippine President Ferdinand Marcos Jr. urged the military to support the peace process in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

 

He also urged unity in the ranks of BARMM leadership, expressing support for the transitional government.

 

The president made his inaugural trip Thursday in the autonomous southern region where he addressed the re-appointed 80-member parliament.

 

“I think the role of the military is to support the peace, that is the peace process, that is what the peace process is now, and that is what we need to continue to support,” Marcos told soldiers of the 6th Infantry Division of the Philippine Army’s that is deployed in Central Mindanao.

 

“I bring this up to you to explain that perhaps the mission of — not only the political leadership but also the mission of the military here is going to change. And that will be because I am hoping that we can look forward to a period of lasting peace and progress,” said Marcos, who won the presidential election in May by a landslide.

Addressing the Bangsamoro Transition Authority (BTA) parliament earlier in Cotabato, Marcos urged BARMM leadership to “work together for the attainment of peace and progress in the region.”

 

“We know that with unity and solidarity, the BTA will be successful in facilitating the institution of the Bangsamoro government, one that is centered in promoting good governance and lasting peace for its people,” he said.

 

Marcos re-appointed Murad Ebrahim as interim chief minister of the BTA and the parliament in July and the new term will conclude in May 2025 when elections are expected in June that year.

 

In 2018, a decades-long insurgency by the Moro Islamic Liberation Front (MILF) led to peace talks with the Philippine government, and the BARMM was formed.

 

The regional government is run by the BTA, led by Ebrahim, who was elected first chief minister in February 2019.

 

The mandate of the transitional authority was due to end this year but the Philippine government, under former President Rodrigo Duterte, extended it to 2025 to allow Ebrahim and his team to achieve targets, including the decommissioning of former MILF fighters.

 

Urging the BTA parliament to pass crucial legislations on fiscal policy, particularly taxation, and to facilitate the conduct of elections in BARMM in 2025, Marcos told Moro lawmakers: “We walk this path together because even if it is difficult, we know that at the end of the journey is historical justice, progress, peace, stability, and the unity that our peoples and our nation have long aspired for and so rightly deserve.”

 

– ‘Beginning of new chapter’

 

Ebrahim said the day marked the “beginning of a new chapter in the Bangsamoro’s quest for lasting peace and development in our homeland.”

 

“Just like what we did three years ago during the inauguration of the BTA, we once again take our oath of moral governance as a symbol of our renewed commitment to dutifully finish the transition priorities, fight the ills of governance, and fulfill Amanah — trust of the Bangsamoro people,” he said in his address to parliament,

 

He said his administration, in the past three years, has enacted 31 laws.

 

The chief minister credited a “significantly better peace and order situation” that has led Bangsamoro to “a vibrant investment destination.”

 

The swearing-in ceremony of the chief minister and 80 members of parliament was held last month in Manila.

 

Of 80 members, 39 are new faces, while the rest were re-appointed from the last parliament.

 

Under the peace agreement, the government will be led by the MILF and most lawmakers will be from the organization.

 

Forty-one of the 80-member parliament represent the MILF and 39 others were picked by the Philippine president from nominations made by local governments in Bangsamoro, members of the Philippine Congress and Senate and other organizations from the semi-autonomous region.

 

Of the six priority codes of the Bangsamoro Organic Law (BOL), the last parliament completed four and two are expected to be completed this year.

 

The Bangsamoro parliament has completed codes on administration, civil services, education and local government while revenue and electoral codes are under process.

ANALYSIS – Türkiye’s foreign policy priorities at SCO summit

This week all the attention was on the Shanghai Cooperation Organization (SCO) summit held in Samarkand, Uzbekistan.

 

Particularly, the picture that reflects the leaders who attended the summit, sitting together and listening to Turkish President Recep Tayyip Erdogan drew the attention of international media.

 

The photo symbolizes Erdogan’s major foreign policy achievements during the Russia-Ukraine war, such as the grain deal, and also reflects Türkiye’s new role in the SCO in the era of a new multipolar world order.

 

The summit, which brought the presidents of member states Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan together, as well as the prime ministers of India and Pakistan, and the presidents of the observer country, Iran, attracted great international interest. Türkiye attended the summit as a special guest with other guest countries, including Azerbaijan, Armenia, Belarus, Turkmenistan and Mongolia.

 

The organization was founded by eight countries in 2001. The main goals of the organization are strengthening friendly, good neighbor relations, promoting mutual trust and improving security and economic relations among countries.

 

The SCO is the largest regional organization in Eurasia, covering around 40% of the world population and 30% of global economic output.

 

In the era of the Russia-Ukraine war, strained relations between China and the US, and unstable situations in different regions in Eurasia, the organization is one of the main platforms for regional powers in Eurasia that promotes a stable security environment.

 

Türkiye’s status in the SCO

 

In 2012, Türkiye obtained SCO dialogue partner status. However, the country took part in the summit at the presidential level for the first time as Erdogan attended the 22nd Meeting of the Council of Heads of State of the SCO. Erdogan addressed the second session of the summit and held meetings with leaders including Putin and his Chinese counterpart, Xi Jinping.

 

Türkiye’s participation has different political and economic foreign policy priorities, amid growing tension between major powers and growing concern about global economic problems such as rising energy prices and the destabilization of the agricultural products supply chain.

 

Foreign policy objectives of Türkiye

 

In terms of its political foreign policy priorities, Türkiye follows a multi-vector and balanced policy among international actors and tries to diversify its relations with Western and Asian countries. Due to its geographical location, Türkiye is one of the main countries that play a key role in the Euro-Atlantic world and Eurasia. Ankara’s main foreign policy priority at the summit was to improve its relations with the great powers of Eurasia, especially China, Russia and India, to increase its strategic autonomy, develop different political alternatives, and strengthen its position vis-à-vis Western countries.

 

Another objective for Ankara is to diversify its relations, as well as to strengthen its credibility and impartiality as a potential mediator by interacting with different countries. The fact that Russia and Ukraine accepted Türkiye as a mediator for the grain agreement, and Beijing’s invitation of the Turkish delegation to visit the Xinjiang province, demonstrates Ankara’s reliability and impartiality on the world stage. Moreover, attending the summit at the presidential level shows that Türkiye, as a member of the Euro-Atlantic community, is not only trying to improve relations with the Western world but also prefers to develop relations with the actors in Eurasia as a reliable connection between East and West.

 

In the context of economic priorities, Türkiye has a great opportunity to expand its trade relations and increase its export to SCO member countries. The total trade volume of SCO member states also increased from $668.09 billion in 2001 to $6.06 trillion in 2020. And its share of global trade increased from 5.4% in 2001 to 17.5% in 2020. Ankara has a great chance to interact with member countries and dialogue partners and strengthen bilateral trade volumes which create mutually beneficial conditions for both sides.

 

Second, by way of cooperation, Türkiye can create new opportunities for Turkish companies to expand their presence and play a more active role in emerging economies.

 

Türkiye plays a critical role in the East-West rail trade. Ankara not only makes infrastructure investments in the region but also cooperates with South Caucasian and Central Asian countries at a bilateral and trilateral level for strengthening connectivity through Eurasia.

 

Last month’s events such as Türkiye-Azerbaijan-Kazakhstan and Türkiye-Azerbaijan-Uzbekistan trilateral cooperation are indicators of Ankara’s connectivity strategy.

 

Particularly, Türkiye’s Middle Corridor Initiative plays a critical role in the East-West rail trade. In this context, Ankara’s active involvement with the SCO creates a new opportunity for Türkiye to coordinate its Middle Corridor Initiative with member countries’ connectivity strategy, especially with China’s Belt and Road Initiative. Cooperation at the SCO level can help improve Ankara and SCO countries’ hard and soft infrastructure and optimize railway trade through Eurasia.

 

To sum up, SCO and new actors in the organization create different political and economic opportunities for Türkiye.

 

In the short- and medium-term, Ankara’s proactive foreign policy toward the SCO can strengthen its strategic autonomy vis-vis Western and Asian powers and create much better conditions for the continuity of a balanced and multi-vector foreign policy.

Türkiye strongly condemns US decision to lift arms embargo on Greek Cypriot administration

Türkiye on Saturday “strongly” condemned the US decision to lift the arms embargo on the Greek Cypriot administration.

 

“We strongly condemn the expansion of the scope of the decision taken by the U.S. in September 2020 to lift the arms embargo towards the Greek Cypriot Administration,” the Turkish Foreign Ministry said in a statement.

 

“This decision, which is in contradiction to the principle of equality of the two sides on the Island, and which will further strengthen the Greek Cypriot side’s intransigence, will negatively affect the efforts to resettle the Cyprus issue; and it will lead to an arms race on the Island, harming peace and stability in the Eastern Mediterranean,” it added.

 

The US lifted defense trade restrictions on the Greek Cypriot administration for the 2023 fiscal year, the State Department said Friday.

 

“Secretary of State Antony J. Blinken determined and certified to Congress that the Republic of Cyprus has met the necessary conditions under relevant legislation to allow the approval of exports, re-exports, and transfers of defense articles,” according to State Department spokesman Ned Price.

“In any case, Türkiye, as guarantor country, in line with its legal and historical responsibilities, will continue to take necessary steps for the existence, security and serenity of the Turkish Cypriots, by all means.”

‘Swiss Maestro’ bows out: Roger Federer announces his retirement from tennis

Tennis legend Roger Federer, nicknamed the “Swiss Maestro,” announced that he would end his decorated career that includes 20 Grand Slam singles titles, after the Laver Cup later this month.

 

He became a distinguished figure in tennis history with his professionalism, cool demeanor, on and off the court, and versatility.

 

Early career

 

Federer was born Aug. 8, 1981, in Basel, Switzerland to his Swiss-German father, Robert Federer, and South Afrikaner mother, Lynette Federer.

 

He made his professional debut at the 1998 Swiss Open Gstaad against Lucas Arnold Ker, losing in the first round.

 

His first eye-opener performance was at the 2001 Wimbledon Championships, where 19-year-old Federer beat four-time defending champion and all-time Grand Slam leader Pete Sampras in a five-set match to reach the quarterfinals. English Tim Henman eliminated Federer in a fourth-set tiebreaker in the quarterfinals.

 

His first Grand Slam singles title win was at Wimbledon in 2003 where he beat Australian Mark Philippoussis in the final.

 

Climbing to top

 

After his 2003 Wimbledon title, the next year was fantastic for the Swissman. He won Wimbledon, the Australian Open and the US Open by defeating Marat Safin, Andy Roddick and Lleyton Hewitt in the finals, respectively. He finished the year ranked as the World’s no.1 player.

 

The following year, after losing in the semifinal of the Australian Open to eventual champion, Safin, and the French Open semifinal to eventual champion, Rafael Nadal, Federer clinched Wimbledon and the US Open singles titles by defeating Andy Roddick and Andre Agassi in the finals, respectively.

 

In 2006, Federer set the bar higher for a career-best season as he reached the finals in 16 of 17 tournaments he entered and won 12 singles titles during the season.

 

Other than losing to Nadal at the 2006 French Open final, he claimed the three other Grand Slams by beating Nadal in the Wimbledon final, Marcos Baghdatis at the Australian Open and Roddick in the US Open.

 

The next season was almost identical for Federer in the Grand Slams as he again won three of the major men’s titles and became the only player in history to win three major tennis titles in a year for three years (2004, 2006, 2007).

 

He eliminated Fernando Gonzalez at the 2007 Australian Open final but went on to lose to Nadal in the French Open final.

 

Federer and Nadal clashed again at Wimbledon in 2007. In one of the greatest finals in tournament history, Federer outlasted Nadal for the victory.

 

Health issues, Olympic gold

 

2008 did not start well for Federer as he suffered from a lingering bout of mononucleosis which hurt his play for the first months of the year.

 

Despite winning the singles title at the US Open against Andy Murray, Federer was eliminated by Nadal at the French Open and Wimbledon. He also lost to eventual winner Novak Djokovic in the semifinals at the Australian Open.

 

Federer and compatriot, Stan Wawrinka, clinched gold in men’s doubles at the 2008 Beijing Olympics in a match against Sweden’s Simon Aspelin and Thomas Johansson.

 

At the end of 2008, he suffered a back injury.

 

Federer reached another historic achievement in 2009 when he won his first and ever French Open singles title against Robin Soderling of Sweden, who eliminated his arch-rival Nadal in the fourth round. He completed a “Career Slam” with that achievement — winning all four majors at least once.

 

At Wimbledon 2009, he took down Roddick in the final to win his sixth title and ended the season ranked no. 1 for the fifth time in his career.

 

Until his 2012 Wimbledon win against Julien Benneteau of France, Federer did not win any majors, except for the 2010 Australian Open singles title against Andy Murray from Britain.

 

He won silver in the men’s singles at the 2012 London Olympics, after losing to Murray in the final.

 

He reached his 300th week at no. 1 the same year.

 

Fall in rankings, second wind

 

Federer could not win any major titles in the years that followed because of injury struggles. He returned empty-handed from the 2015 US Open and Wimbledon finals.

 

His second wind began with the 2017 Australian Open title against Nadal.

 

He then clinched his eighth Wimbledon title by defeating Croatian Marin Cilic in the 2017 final. The two rivals clashed again in the 2018 Australian Open final, where Federer was victorious and it marked his 20th Grand Slam title.

 

In 2019, Roger Federer got his 100th title, 1,200th match win and made it to his 12th Wimbledon final but could not secure any majors.

 

Again, struggling from injuries in the twilight of his career, he occasionally did not enter major tournaments until he finally announced his retirement Sept. 15 on Twitter at age 41.

 

Playstyle, legacy

 

Federer is famous for his versatility. He is regarded as an all-court, all-around player.

 

His speed, fluid style, exceptional shot placement and powerful, accurate smashes, helped him become one of the best on the court.

 

His cool demeanor and emotional control, especially in the latter stages of his career, was a trademark element for a player of his caliber.

 

The backhand smash, skyhook, half-volley, jump smash (slam dunk) and SABR — Sneak Attack By Roger, a half-volley attack on an opponent’s second serve — are other rare elements of his play.

 

Federer is very popular and considered one of the greatest players of all time by many.

 

In 2003, he established the Roger Federer Foundation to help disadvantaged children and promote their access to education and sport.

 

Tennis.com listed him as the greatest male player of the Open Era in 2018.
