CGTN: China highlights revitalizing northeast in drive for common prosperity

BEIJING, Aug. 18, 2022 /PRNewswire/ — After winning the fight against absolute poverty and completing the first centenary goal of building a moderately prosperous society in all respects, the phrase “common prosperity” has gained prominence as China is determined to better the lives of more people.

“Chinese-style modernization is modernization featuring common prosperity and happiness for all, not just a few,” President Xi Jinping said in his recent inspection in northeast China’s Liaoning Province.

During his two-day visit which started Tuesday, President Xi, also general secretary of the Communist Party of China (CPC) Central Committee, called for coordinating the COVID-19 response with economic and social development, balancing development and security imperatives, fully and faithfully implementing the new development philosophy, and firmly promoting high-quality development.

China’s northeast – comprising the three provinces of Heilongjiang, Jilin and Liaoning – was once a thriving powerhouse on the back of traditional industries including steel, automobile and aircraft manufacturing, shipbuilding and petroleum refining. However, afflicted by deep rooted problems including an aging population, dwindling investment and talent outflow, the region gradually showed a sharp decline in its economic performance indicators.

In 2003, the CPC Central Committee launched a revitalization strategy for the region and in 2016, renewed an action plan of focused supportive measures.

Efforts should be made to promote common prosperity for all, advance the modernization of China’s system and capacity for governance, and deepen the Party’s full and rigorous self-governance, to set the stage for the 20th National Congress of the CPC, Xi told Liaoning officials during the visit.

Innovation-driven development

While visiting a robotics company on Wednesday in Shenyang, the provincial capital of Liaoning, President Xi pounded extra importance on independent innovation, which will facilitate the change of China from an economy of quantity to an economy and manufacturer of quality.

Xi called for immediate efforts to promote self-reliance in science and technology and a greater boost to secure the country’s grip on core technologies in key fields and equipment manufacturing, while affirming the progress made by the company in independent innovation and industrialized development.

He highlighted the efforts to create a new pattern of development that is focused on the domestic economy but features a positive interplay between domestic and international economic flows, stressing that China would continue opening up to the world.

“We have full confidence in the revitalization of the northeastern region,” he said on Tuesday in Jinzhou City, calling for accelerating industrial restructuring and meeting the requirements of reform and development in the new era.

In 2020, Liaoning Province, along with the other two northeastern provinces, achieved positive economic growth, a sign of the country’s economic resilience against the backdrop of the world’s worst pandemic in decades.

A sound business environment has also been formed. Official data in Liaoning shows that the number of market entities in the province reached 4.58 million, up 9.1 percent year-on-year. The number of scientific and technological small and medium-sized enterprises reached 18,158, up 34.6 percent year on year.

Xi: CPC is always with the people

President Xi also paid a visit to a local community in Huanggu District of Shenyang City, where he called for the renovation of old residential communities an important work to improve the quality of people’s life, not just the living environment and amenities, but of community services as well.

More efforts should be made so that the people feel the CPC serves the people wholeheartedly and is always with the people, Xi said on Wednesday.

Considering China’s aging population and increasing life expectancy of the elderly, aged care services should continue to expand, Xi said.

Xi also called for enhanced child care and development.

Retail sales in UK unexpectedly rise 0.3% in July

Retail sales in the UK unexpectedly rose 0.3% after a fall of 0.2% in June, bouncing back from declines in the last three months, official data showed on Friday.

The market expected the figure would be a 0.2% fall.

Sales volumes were 2.3% above their pre-coronavirus levels, but down over the past year, said the Office for National Statistics (ONS).

Non-store retailing (predominantly online retailers) sales volumes rose by 4.8% in July 2022 as a range of promotions in July boosted sales.

Automotive fuel sales volumes diminished by 0.9% in the month mainly due to the fact that a heatwave across parts of the UK may have reduced travel and sales.

Non-food stores sales volumes fell by 0.7% over the month because of falls in other non-food stores (negative 1.5%) and clothing stores (negative 1.2%).

Turkish Red Crescent starts business for those voluntarily returning to Afghanistan

The Turkish Red Crescent helps Afghans who voluntarily returned to their countries from Türkiye find employment, thereby reducing the amount of immigration from Afghanistan, which has increased as a result of the socioeconomic issues that got worse after the Taliban took control of the country’s government.

Some work as barbers, carpenters, tailors, grocery store clerks, or welders. For many of these victims, the Turkish Red Crescent provided a means of support.

The Turkish Red Crescent Delegation in Afghanistan assists Afghans who wish to launch businesses in this and numerous other industries, enabling them to remain in and support their nation.

Afghans who desire assistance as part of the “Voluntary Return Support Project” run by the Turkish Red Crescent in Afghanistan must first travel there and submit an application to the ministry overseeing immigration and returns. Those who can prove that they returned to Afghanistan voluntarily ask for help from the Turkish Red Crescent Afghanistan Delegation in order to start a business under the direction of the ministry.

The effort, according to Farid Ahmed Ziya, head of the Turkish Red Crescent Delegation to Afghanistan, stopped a lot of people from emigrating.

Given their congested family structures, Ziya, who claimed that they have so far established 65 small companies in the capital city of the pilot region, said that they provide a source of income for thousands of individuals.

“We were able to connect with many families as a result of this effort. As an outcome, we were able to give thousands of individuals a means of subsistence. With the help of the comments we got from the field, our project also served to deter irregular migration. We procure all the materials needed when opening a shop from local markets. We contribute to Afghanistan’s economy by generating income,” Ziya said.

Sacide Emir, the beneficiary who is 42 years old, currently co-runs the tailor store she established with the help of the Turkish Red Crescent three years ago with her daughters.

The assistance of the Turkish Red Crescent, according to Emir, whose business in Kabul’s Kale-i Gazi neighborhood also offers traditional Afghan clothing, has allowed her to provide for her family of seven.

Emir claimed that after residing in Türkiye for a while, they were in distress because of their financial difficulties. She added that while in Türkiye, she was aware of the Turkish Red Crescent’s aforementioned project and so returned to Afghanistan voluntarily.

Israr Ahmed, 30, on the other hand, claimed that after spending two and a half years in Türkiye, he returned to Afghanistan when he learned about the project.

Ahmed praised the Turkish Red Crescent for enabling him to stand on his own feet, claiming that they helped him operate a barbershop in the Kabul area.

Russia seeks IAEA visit to defuse Zaporizhzhia nuclear plant crisis

Russia on Thursday said it hopes representatives of the International Atomic Energy Agency (IAEA) will soon be able to visit Zaporizhzhia to defuse the crisis at the nuclear power plant.

An IAEA visit has been in the works since June and would have already taken place if it were not for the UN chief’s interference, Ivan Nechayev, deputy spokesman for Russia’s Foreign Ministry, said at a news briefing in Moscow.

On the possibility of establishing a demilitarized zone around the plant, he said it was “not an option at this stage” because Ukraine could “attempt provocations and attacks” to pin the blame on Russia.

Nechayev accused Ukrainian forces of carrying out several strikes on the plant, Europe’s largest nuclear facility of its kind, in recent days.

“As a result of Kyiv’s actions, not only residents of Ukraine, but also of many other European countries, may become victims. In order to prevent a nuclear catastrophe, it is necessary to force Ukrainian units to stop their attacks,” he stressed.

Nechayev called out the West for its “criminal connivance,” saying Ukraine has been carrying out strikes on the nuclear plant with NATO weapons.

This, he added, was confirmed by the fragments of NATO-caliber ammunition found near the nuclear facility.

In a separate statement, the Russian Defense Ministry also said it has evidence that Ukrainian forces are planning “provocations” at the nuclear power plant.

Use of nuclear arsenal only possible for self-defense

Nechayev urged the US and NATO to stop talking about the possibility of nuclear strikes.

“Russia is committed to the principle that there can be no winners in a nuclear war and it should never be unleashed,” he said.

“Russia’s use of its nuclear arsenal is only possible in response to an attack, in self-defense in emergency circumstances,” he asserted.

Regarding the deadly July 29 attack that killed over 50 Ukrainian prisoners of war at a prison in Olenivka, he said Moscow wants a UN and International Committee of the Red Cross (ICRC) mission to visit the facility for an investigation.

Kyiv, backed by its supporters including the US, has accused Russia of blowing up the facility to cover up evidence of alleged war crimes.

Moscow maintains that the attack was carried out by a missile launched from US-supplied long-range High Mobility Artillery Rocket Systems (HIMARS), a charge denied by Ukraine.

Nechayev also called on the ICRC to take steps for the release of over 60 Russian sailors illegally detained for about six months on merchant ships in Izmail in Odesa.

EU visa ban for Russians

Nechayev said it was possible that the EU could implement a discriminatory measure like banning tourist visas for Russians.

“If this happens, Moscow will retaliate,” he warned.

He advised Russian citizens against travelling to Europe by car, pointing to a rising number of attacks on vehicles with Russian license plates.

“Citizens currently planning a trip to one of the unfriendly countries … should be clearly aware of the difficulties they may face,” he said.

Taiwan is China’s internal matter

Nechayev also criticized recent visits by US lawmakers to Taiwan, terming it “a clumsy provocation aimed at China’s containment.”

“Taiwan is China’s internal matter,” he said, adding that Russia maintains its “position about the one-China principle” and views “the government of the People’s Republic of China as the only legitimate government representing the whole of China”

“Taiwan is an integral part of China. The Chinese side has every reason to defend its sovereignty and territorial integrity in the Taiwan Strait,” he said.

A furious Beijing, which views Taiwan as a “breakaway province,” launched massive military drills around the self-ruled island after US House Speaker Nancy Pelosi visited Taipei earlier this month.

Apart from its show of military might around Taiwan, Beijing sanctioned Pelosi, downgraded military dialogue with the US and suspended cooperation on climate change issues, along with six other countermeasures.

However, this past Sunday, 12 days after Pelosi’s trip, another delegation of US lawmakers landed in Taipei for talks with top officials, including President Tsai Ing-wen.

Amid soaring tensions, the US announced on Wednesday that it has agreed to launch formal negotiations on a bilateral trade framework with Taiwan “early this fall,” drawing another strong rebuke from Beijing.

Afghan delegation in Russia

Nechayev said an Afghan delegation has been in Russia since Aug. 15 as part of efforts to bolster cooperation with Moscow.

The delegation, led by acting Trade Minister Nooruddin Azizi, is currently in Tatarstan’s capital Kazan for meetings with officials and businesspeople, he said.

“We believe that this visit will further strengthen Russia’s practical cooperation with Afghanistan, as well as stabilize the socioeconomic situation in Afghanistan,” Nechayev said.

The Afghan delegation earlier held talks about “supply of agricultural products and fuel to Afghanistan” with officials of Russia’s agriculture and energy ministries.

Australia announces additional $25M in aid to Sri Lanka

Australia announced an additional $25 million in aid to cash-strapped Sri Lanka on Friday.

Foreign Minister Penny Wong said in a statement that the assistance will be utilized to meet urgent food and health care needs in the South Asian country, which is currently facing its worst economic crisis in 70 years.

“During this challenging period, Australia stands with the people of Sri Lanka, especially those experiencing severe hardship,” Wong said.

With the latest assistance, Australia has so far provided $75 million through UN agencies to help the Island nation provide food, health, and nutrition services, access to safe water, and essential support for those at risk, including women and children, the statement said.

Sri Lanka has been under a state of emergency several times since April when mass protests started against the government’s handling of the economy.

Crippled by a shortage of foreign exchange reserves after the collapse of its tourism-dependent economy, the country of 22 million people has defaulted on all its foreign debt.

It has been unable to pay for food, fuel, and other necessities, with a fuel shortage causing daily power outages. Schools have been closed, and government employees have been asked to work from home.
