A mere 2.2% of Cypriots aged between 16 and 74 used the internet to take part in online consultations or voting to define civic or political issues, such as urban planning or signing a petition, the lowest percentage in the EU, according to data released by Eurostat. However, this share is also quite low on average in the EU (8.5%), and much lower than the share in the country with the most online participation, which was Estonia (26.6%). Comparing 2011 with 2023, there was an increase in the share of online consultation or voting. In 2023, the figure was 1.1 percentage point higher than that in 2011 (7.4%). A small increase was also recorded in Cyprus compared with the 1.9% share that had been recorded in 2011. The countries with the highest shares of people using the internet for taking part in online consultations or voting in 2023 were Estonia (26.6%), Malta (20.6%) and Finland (16.4%).
