“على مدى المئة عام الماضية، قاد الحزب الشعب الصيني نحو تحقيق الديمقراطية الشعبية في الصين.  فالشعب الصيني الآن يسيطر بنفسه على مستقبله ومستقبل المجتمع والدولة”، كما جاء في الورقة البيضاء.

وصفت الصين نظامها بـ “ديمقراطية العملية الكاملة الشعبية”  بعد أن اقترح الرئيس شي جنبينغ المفهوم قبل عامين في مدينة شنغهاي.. يضفي هذا المبدأ الشرعية على مشاركة الناس في الأنشطة السياسية اليومية على جميع المستويات، والجمع بين الانتخابات الديمقراطية والتشاور السياسي وصنع القرار والرقابة.

 وضع الشعب كسيد للبلاد هو جوهر الديمقراطية الشعبية الصينية، كما ذكرت الوثيقة الصادرة عن المكتب الإعلامي لمجلس الدولة الصيني.

‘ديمقراطية الصين تتميز بممارسات عملية وواقعية’

وقالت الوثيقة، “في الصين، الممارسة المعتادة هي سماع أصوات الناس، والعمل على تلبية احتياجاتهم، وتجميع أفكارهم وقوتهم”.

وبحسب البيانات الرسمية، أجرت الصين 12 انتخابات مباشرة لمجالس نواب الشعب على مستوى البلدات و 11 انتخابات مباشرة على مستوى المحافظات، بمعدل مشاركة يبلغ حوالي 90 في المئة، منذ بدء حقبة الإصلاح والانفتاح.

التشاور الديمقراطي هو سمة خاصة بالديمقراطية الصينية.  يمارس الشعب الصيني على نطاق واسع حقه في التصويت في الانتخابات وإجراء مداولات مستفيضة قبل اتخاذ القرارات المهمة.

 كما شددت الورقة على أن إساءة استخدام السلطة لتحقيق مكاسب شخصية يتم القضاء عليه من خلال الرقابة الديمقراطية السليمة والفعالة.

 وأضافت أن الإشراف على السلطة يمتد عبر كل منطقة وفي كل زاوية.

نموذج الديمقراطية الخاص بالصين

فبدلاً من مجرد نسخ النماذج الديمقراطية للآخرين، تأخذ الصين “ظروفها الوطنية وواقعها” في الاعتبار وتظهر حقيقتها في ديمقراطيتها.

 وجاء في الوثيقة أن “الصين تعتمد على كل إنجاز سياسي للدول الأخرى، لكنها لا تقلد أيا من نماذجها الديمقراطية.”   “النموذج الأنسب هو الأنسب دائمًا.”

تقف ديمقراطية العملية الكاملة الشعبية برمتها متماشية مع السمات المميزة للبلد، وتعكس في نفس الوقت “رغبة البشرية العالمية في الديمقراطية”.

وقالت الوثيقة إن سعي البشرية وتجاربها مع المزيد من الديمقراطية لن تنتهي أبدًا.

The 4th International Workshop on GIS Technology and Application: 84 countries, 400 attendees

Osaka Holds Big Party Presented by Executive Committee of Midosuji Party to Promote Expo 2025

OSAKA, Japan, Dec. 6, 2021 /PRNewswire/ — To build momentum for the EXPO 2025 Osaka, Kansai, “Nakanoshima Winter Party – Road to EXPO 2025 -” was held in the city of Osaka on November 28.

Hiroyuki Ishige, secretary-general of the Japan Association for the 2025 World Exposition, said the organizer will try to reduce waiting time before entering pavilions during the expo. “People have the image that they have to wait a long time to enter a pavilion at an expo, but we’d like to reduce it as much as possible, preferably to zero,” he said.

Noting “Reborn” is the theme of the Osaka Prefecture/City pavilion, Mayor Matsui said he expects the pavilion to show Osaka is actively promoting people’s health.

“We’d like to create an Osaka health pavilion to provide visitors with opportunities to have various experiences, including those involving preventive medicine, to help people enjoy a long life, and demonstrate to the world that Osaka is playing a key role in promoting health,” the mayor said.

CGTN: CMG President Shen Haixiong: China’s whole-process democracy brings happiness
